Andrey Nechayev (born February 2, 1953, Moscow) is a Russian politician, scientist and economist, president of the bank Russian Financial Corporation in 1993-2013, Minister of Economy of Russia in 1992-1993 (Viktor Chernomyrdin's First Cabinet), chairman of the party Grazhdanskaya Initsiativa.

His is a Doctor of Economics, Professor (2002), author of 25 monographs (including co-authored), and almost 300 scientific publications on economic developments and policies. Academician of the European Academy of Sciences and Arts, Academician of the Russian Academy of Natural Sciences and the International Academy of Informatization. Professor of Plekhanov Russian University of Economics.

Nechayev is one of the authors and active participants in the program of market-oriented economic reforms in Russia. During his work in the Government of Russia he led a number of key areas of reform of the economy, has supported the industry, including the military-industrial complex relations of the federal center and the regions, structural and investment policy, international economic cooperation.
