Charles H. Eccleston

Charles H. Eccleston is an American author, consultant and lecturer in the field of energy-related policies and environmental policies. He was listed by Marquis’ Who’s Who in the World and Who’s Who in America as an authority on the United States' National Environmental Policy Act (NEPA).[1][2] His books are used by professionals and in university curriculum. His recent works include: NEPA and Environmental Planning,[3] Global Environmental Policy,[4] Inside Energy, and Preparing NEPA Environmental Assessments.

Eccleston was an employee of the United States Energy Department,[5] and later worked at the Nuclear Regulatory Commission until 2010.[6] In 2011 he moved to The Philippines.[7][8]

IN May, 2015, Eccleston was arrested by the FBI and charged with attempting to sell US Government classified information and e-mail addresses to a foreign power[9] as well as attempting to obtain information illegally from government computers.[10][11]

On February 2, 2016,[12] Charles Harvey Eccleston plead guilty[13] to one count of attempted "unauthorized access and intentional damage to a protected computer"[14] in the attempted Spear-Phishing Cyber Attack on January 15, 2015 when he attempted to infect computers of 80 Department of Energy employees. Sentencing is scheduled for April 18, 2016.
