The phrase "permanent human population" does not necessarily mean the place is inhabited, merely that at some time it was the permanent home of some people. The GNIS database does not contain information on the present-day condition of the populated places. Ghost towns, may be classed as "populated places"However, the GNIS metadata warns against taking feature class names literally, as "they may not conform exactly" with "dictionary definitions" and "are not always intuitive".
