Qualification
The conflict between the Ministry of Youth and Sports Affairs with the Football Association of Indonesia (PSSI) started with the freezing of PSSI by the Ministry on 17 April 2015,[2] FIFA then suspended Indonesia because of government interference on 30 May 2015.[3] resulting in football threatened to be excluded from the Pekan Olahraga Nasional,[4][5] Pre-PON Football was originally planned to be divided into six zones: Sumatra, Java, Bali-Nusa Tenggara, Kalimantan, Sulawesi, and Maluku-Papua, and would be held in October–November 2015,[6] but a number of matches were cancelled because there was no permission from the police.[7][8] and did not get a reccommendation from the transition team.[9][10] On January 2016, it was set that Pre-PON would be sechedules across five stadiums in West Java for five zones except Sumatra,[11] who have finished Pre-PON in the Pekan Olahraga Wilayah Sumatera event in Pangkal Pinang, Bangka Belitung in November 2015.

Controversy
Laser incident
In the final, after both West Java and South Sulawesi failed to score for 120 minutes, the match ended in a penalty shootout. Two of South Sulawesi's players, Irfan Irfandi and Alia Alfuad, were targeted by laser pointers, which made South Sulawesi miss one of their penalties, making West Java win 5-4. South Sulawesi then protested and refused to participate in the medal ceremony and receiving their silver medals.[15]
