Frank Burns (colonel)
Frank Burns (died December 10, 2003) was an American information specialist and former US Army colonel, who retired as a Brigadier General.[1] Burns was director of the Task Force Delta leadership program in the 1980s and created the military recruitment phrase "Be All That You Can Be." [2] In 1983, Burns created the Meta Network (TMN), one of the first public online communities. TMN was one of the consortium of online communities and networks that banded together to form the Electronic Networking Association in 1985. It describes itself as being "dedicated to learning and creative freedom".
After retirement, Burns became president of Metasystems Design Group.
