Kamen Rider Ex-Aid (仮面ライダーエグゼイド Kamen Raidā Eguzeido) is a Japanese tokusatsu drama and the 27th in the Kamen Rider series, written by Yuya Takahashi.
Seito University Hospital
Seito University Hospital (聖都大学附属病院 Seito Daigaku Fuzoku Byōin) is a prestigious medical facility. The secret Cyber Rescue Center (電脳救命センター Den'nō Kyūmei Sentā) or CR for short, is located in the basement of the hospital. It operates under the authority of the Ministry of Health and is used for isolating and rescuing the victims of the Bugster Virus. It was founded 5 years ago during Zero Day (ゼロデイ Zero Dei) before the Bugster infection is made public in the present.
Emu Hōjō
Emu Hōjō (宝生 永夢 Hōjō Emu), also known by his gaming tag of "M", is a 24-year old pediatrics intern and master gamer who was inspired to become a doctor after receiving a special life-saving surgery from Kyotaro Hinata as a child. He also gave Emu a WonderSwan handheld console as a present which ignited his interest in gaming. He is friendly and well-meaning, but also clumsy and somewhat absentminded, which often gets him into trouble with the nurses. Emu's gaming skills earn him a Gamer Driver (ゲーマドライバー Gēma Doraibā) and a Rider Gashat (ライダーガシャット Raidā Gashatto) so that he can fight the Bugsters. According to Kuroto, unlike the other Riders who underwent a special surgery necessary for a person to become compatible with the Gamer Driver, Emu did not. It is hinted this might have something to do with the surgery Kyotaro Hinata performed on him to save his life.
Using the platform game-based Mighty Action X Gashat (マイティアクションXガシャット Maiti Akushon Ekkusu Gashatto) allows Emu to become Kamen Rider Ex-Aid where he is armed with a Gashacon Weapon (ガシャコンウェポン Gashakon Wepon) known as the Gashacon Breaker (ガシャコンブレイカー Gashakon Bureikā), which has two modes: hammer and sword. His chibi-like first form, Action Gamer Level 1 (アクションゲーマーレベル1 Akushion Gēmā Reberu Wan), can generate blocks to use as platforms. By pulling the lever on the Gamer Driver, Ex-Aid upgrades to his sleeker primary form, Action Gamer Level 2 (アクションゲーマーレベル2 Akushion Gēmā Reberu Tsū).
- By activating the fighting game-based Gekitotsu Robots Gashat (ゲキトツロボッツガシャット Gekitotsu Robottsu Gashatto), Ex-Aid summons the mecha-like Robot Gamer (ロボットゲーマ Robotto Gēma) to assist him. When used in the Gamer Driver alongside the Mighty Action X Gashat, he combines with the Robot Gamer to assume Robot Action Gamer Level 3 (ロボットアクションゲーマーレベル3 Robotto Akushion Gēmā Reberu Surī) where he is equipped with the Gekitotsu Smasher (ゲキトツスマッシャー Gekitotsu Sumasshā) gauntlet on his left arm for increased punching strength.
- By activating the monster hunting game-based Drago Knight Hunter Z (ドラゴナイトハンターZガシャット Dorago Naito Hantā Zetto Gashatto), Ex-Aid summons the dragon-like Hunter Gamer (ハンターゲーマ Hantā Gēma) to assist him. When used in the Gamer Driver alongside the Mighty Action X Gashat, he combines with the Hunter Gamer's head and torso to assume Hunter Action Gamer Level 5 (Dragon Fang) (ハンターアクションゲーマーレベル5(ドラゴンファング) Hantā Akushon Gēmā Reberu Faibu (Doragon Fangu)) where he is equipped with a helmet known as the Dragon Fang for crushing enemies in-between its jaws.
- Ex-Aid can also transform into Hunter Action Gamer Level 5 (Full Dragon) (ハンターアクションゲーマーレベル5(フルドラゴン) Hantā Akushon Gēmā Reberu Faibu (Furu Doragon)), which combines the abilities and weapons of his, Brave, Lazer and Snipe's Level 5 forms. However, assuming this full armored form at first caused Ex-Aid to malfunction and the Gashat to take over Emu's body. This resulted in him attacking enemies and allies alike.
Using the Kamen Rider Ghost-based Kaigan Ghost Gashat (カイガンゴーストガシャット Kaigan Gōsuto Gashatto) allows Ex-Aid to first transform into the chibi-like Ghost Gamer Level 1 (ゴーストゲーマーレベル1 Gōsuto Gēmā Reberu Wan) before upgrading to the sleeker Ghost Gamer Level 2 (ゴーストゲーマーレベル2 Gōsuto Gēmā Reberu Tsū) where he is able to utilize his predecessor's powers. In these forms, Ex-Aid's helmet and suit color scheme are based on Ghost's Ore Damashii. These forms are exclusive to Kamen Rider Heisei Generations: Dr. Pac-Man vs. Ex-Aid & Ghost with Legend Rider.
Emu Hōjō is portrayed by Hiroki Iijima (飯島 寛騎 Iijima Hiroki). As a child, Emu is portrayed by Rai Takahashi (髙橋 來 Takahashi Rai).
Asuna Karino/Poppy Pipopapo
Asuna Karino (仮野 明日那 Karino Asuna) is a personnel of the Ministry of Health sent to CR as a nurse. "Asuna" is a guise for her true identity named Poppy Pipopapo (ポッピーピポパポ Poppī Pipopapo), a video game character from DoReMiFa Beat (ドレミファビート Doremifa Bīto). She acts as a guide and navigator for Emu.
Asuna Karino is portrayed by Ruka Matsuda (松田 るか Matsuda Ruka).
Hiiro Kagami
Hiiro Kagami (鏡 飛彩 Kagami Hiiro) is a genius surgeon who has recently returned from working at a first class hospital in America. Described as a tsundere with a liking for sweets. Being a prodigy in the medical field, Hiiro is initially hostile towards Emu due to their differing beliefs. He also harbors great animosity towards Taiga, whom he blames for failing to save his girlfriend, Saki Momose (百瀬 小姫 Momose Saki), the girl who inspired Hiiro's love for sweets. When he witnessed the battle between Snipe and Graphite, Hiiro finally learns from Taiga that Graphite is indeed responsible for Saki's death. Now knowing the real facts, Hiiro goes to seek revenge against Graphite, forgetting about the wellbeing of the patient he and Emu are currently handling. Later, thanks to Emu, Hiiro realized why Saki hid her disease from him. This realization caused him to focus his attention on saving the patients, so he can honor Saki's wish for Hiiro to become the greatest doctor in the world, instead of obsessing over revenge against Graphite or Taiga. Like Emu, Hiiro is 24-years old.
Using the role-playing game-based Taddle Quest Gashat (タドルクエストガシャット Tadoru Kuesuto Gashatto) allows Hiiro to become Kamen Rider Brave (仮面ライダーブレイブ Kamen Raidā Bureibu) where he is armed with a Gashacon Weapon known as the Gashacon Sword (ガシャコンソード Gashakon Sōdo), which has two modes: fire and ice. His chibi-like first form, Quest Gamer Level 1 (クエストゲーマーレベル1 Kuesuto Gēmā Reberu Wan), wields the Reversal Shield (リバーサルシールド Ribāsaru Shīrudo) and can execute flame-empowered dash attacks. By pulling the lever on the Gamer Driver, Brave upgrades to his sleeker primary form, Quest Gamer Level 2 (クエストゲーマーレベル2 Kuesuto Gēmā Reberu Tsū).
- By activating the rhythm game-based DoReMiFa Beat Gashat (ドレミファビートガシャット Doremifa Bīto Gashatto) (the same video game which Poppy Pipopapo originates from), Brave summons the disc jockey-like Beat Gamer (ビートゲーマ Bīto Gēma) to assist him. When used in the Gamer Driver alongside the Taddle Quest Gashat, he combines with the Beat Gamer to assume Beat Quest Gamer Level 3 (ビートクエストゲーマーレベル3 Bīto Kuesuto Gēmā Reberu Surī) where he is equipped with both the DoReMiFa Turntable (ドレミファターンテーブル Doremifa Tāntēburu) phonograph on his right arm for dance-styled fighting and the Watts Up Sounder (ワッツアップサウンダー Wattsu Appu Saundā) speaker on his left shoulder for shooting musical notes. To compensate for his lack of experience in rhythm games, Brave incorporates CPR techniques into his attacks.
- By activating the monster hunting game-based Drago Knight Hunter Z Gashat, Brave summons the dragon-like Hunter Gamer to assist him. When used in the Gamer Driver alongside the Taddle Quest Gashat, he combines with the Hunter Gamer's right arm to assume Hunter Quest Gamer Level 5 (Dragon Blade) (ハンタークエストゲーマーレベル5(ドラゴンブレード) Hantā Kuesuto Gēmā Reberu Faibu (Doragon Burēdo)) where he is equipped with a sword known as the Dragon Blade for close-range combat.
Hiiro Kagami is portrayed by Toshiki Seto (瀬戸 利樹 Seto Toshiki).
Haima Kagami
Haima Kagami (鏡 灰馬 Kagami Haima) is the director of the hospital and Hiiro's father who is also in charge of CR.

Kiriya Kujō
Kiriya Kujō (九条 貴利矢 Kujō Kiriya) is a 27-year old medical examiner who is investigating the Bugstars incidents. He is investigating the incidents out of his own curiosity about the Bugsters, not because he wants to help people. He is also quite cunning, such as lying to Emu about the reason he fights in order to gain sympathy from him. It turns out, he actually did lost his friend named Jungo Aihara (藍原 淳吾 Aihara Jungo) during Zero Day while researching about the source where the Bugsters come from. Kiriya later informed his friend that he was infected with a Bugster Virus. The freaked-out Jungo runs away and later dies in an automobile accident, leaving Kiriya to grieve over his friend's body and vow never to be honest about revealing such an awful truth. Later, he manages to find out that Kamen Rider Genm is actually Kuroto Dan. But thanks to his brutal defeat and hospitalization at the hands of Genm, as well as Kuroto infiltrating Kiriya's hospital bed and using both his Bakusou Bike Gashat and the VR system to torture him psychologically, Kuroto has effectively threatened Kiriya not to expose his real identity to the other Riders. He also banned him from entering Kuroto's office ever again. All of those does not stop Kiriya from trying to expose Kuroto's identity to the other Riders. However, Kuroto and Pallad plot to confuse the Riders about Genm's real identity and make Kiriya's reputation even worse in the eyes of the other Riders, except Emu who now seems to have a better understanding of Kiriya and the reason for his lies. With the others no longer having any trust in him, he decides to work alone to find out the reason why Kuroto is working with the Bugsters.
Using the racing game-based Bakusou Bike Gashat (爆走バイクガシャット Bakusō Baiku Gashatto) allows Kiriya to become Kamen Rider Lazer (仮面ライダーレーザー Kamen Raidā Rēzā). His chibi-like first form, Bike Gamer Level 1 (バイクゲーマーレベル1 Baiku Gēmā Reberu Wan), wields two weapons, the Front Armed Unit (フロントユニット Furonto Āmudo Yunitto) and the Rear Armed Unit (カウルアームドユニット Ria Āmudo Yunitto), and can spin rapidly. By pulling the lever on the Gamer Driver, Lazer upgrades to his motorcycle-like primary form, Bike Gamer Level 2 (バイクゲーマーレベル2 Baiku Gēmā Reberu Tsū), which Kamen Rider Ex-Aid can use for driving purposes. Due to the limitations of his Level 2 form, Lazer requires a partner to use the Kimewaza Slot Holder (キメワザスロットホルダー Kimewaza Surotto Horudā) for him, such as activating its Stage Select (ステージセレクト Sutēji Serekuto) function to digitally change the Game Area (ゲームエリア Gēmu Eria) battlefield and inserting a Gashat into its slot to initiate his finishing move. However, on his own, he is capable of driving without the need of a passenger to ride him and willing the lever on the Gamer Driver to flip back into place so that he can revert himself to Level 1 before deactivating his transformation.
- By activating the beat 'em up-based Giri Giri Chambara Gashat (ギリギリチャンバラガシャット Giri Giri Chanbara Gashatto), Lazer summons the samurai-like Chambara Gamer (チャンバラゲーマ Chanbara Gēma) to assist him. When used in the Gamer Driver alongside the Bakusou Bike Gashat, he combines with the Chambara Gamer to assume Chambara Bike Gamer Level 3 (チャンバラバイクゲーマーレベル3 Chanbara Baiku Gēmā Reberu Surī) where he both transforms into a humanoid form and is armed with a Gashacon Weapon known as the Gashacon Sparrow (ガシャコンスパロー Gashakon Suparō), which has two modes: energy bow and twin scythes.
- By activating the monster hunting game-based Drago Knight Hunter Z Gashat, Lazer summons the dragon-like Hunter Gamer to assist him. When used in the Gamer Driver alongside the Bakusou Bike Gashat, he combines with the Hunter Gamer's limbs to assume Hunter Bike Gamer Level 5 (Dragon Claw) (ハンターバイクゲーマーレベル5(ドラゴンクロー) Hantā Baiku Gēmā Reberu Faibu (Doragon Kurō)) where he transforms into a humanoid form equipped with the Dragon Blade and Dragon Gun, as well as a pair of boots known as the Dragon Claw, for hand-to-hand combat.
Kiriya Kujō is portrayed by Hayato Onozuka (小野塚 勇人 Onozuka Hayato).
Kyotaro Hinata
Kyotaro Hinata (日向 恭太郎 Hinata Kyōtarō) is the Deputy Director-General of the Ministry of Health (衛生省 Eisei-shō) and a former doctor. 16 years ago, he was the one who saved Emu by performing a life saving surgery on him. It is hinted that the surgery he performed might have something to do with Emu's current compatibility with the Gamer Driver.
Kyotaro Hinata is portrayed by Hironobu Nomura (野村 宏伸 Nomura Hironobu).
Taiga Hanaya
Taiga Hanaya (花家 大我 Hanaya Taiga) is an unlicensed doctor. Five years before the story began, he was a member of the radiology department at the Seito University Hospital and was chosen to be a Kamen Rider for the CR during Zero Day. However, he became obsessed with games and made a medical error which caused the loss of a patient's life, who turned out to be Hiiro's girlfriend, Saki Momose, resulting in his official banning as a Rider and him quitting Seito after his medical license is revoked, leading to him working as a doctor on his own, where he currently lives in a presumably abandoned hospital. After seeing Ex-Aid and Brave, he circumvents his banning by buying another Gamer Driver and Gashat directly from Kuroto Dan. He is after the other Kamen Riders' Gashats until he manages to collect all ten of them in order to destroy the Bugster, and most importantly, to get revenge against Graphite, whom he has a long-standing grudge against. Taiga is also known as the "dark doctor" (闇のドクター Yami no Dokutā). At 29, he is the oldest of the four main Riders.
Using the shooter game-based Bang Bang Shooting Gashat (バンバンシューティングガシャット Ban Ban Shūtingu Gashatto) allows Taiga to become Kamen Rider Snipe (仮面ライダースナイプ Kamen Raidā Sunaipu) where he is armed with a Gashacon Weapon known as the Gashacon Magnum (ガシャコンマグナム Gashakon Magunamu), which has two modes: handgun and rifle. His chibi-like first form, Shooting Gamer Level 1 (シューティングゲーマーレベル1 Shūtingu Gēmā Reberu Wan), can launch himself as a large energy bullet. By pulling the lever on the Gamer Driver, Snipe upgrades to his sleeker primary form, Shooting Gamer Level 2 (シューティングゲーマーレベル2 Shūtingu Gēmā Reberu Tsū). Originally, Taiga used the Proto Bang Bang Shooting Gashat (プロトバンバンシューティングガシャット Puroto Ban Ban Shūtingu Gashatto) until his defeat by Graphite 5 years ago.
- By activating the shoot 'em up-based Jet Combat Gashat (ジェットコンバットガシャット Jetto Konbatto Gashatto), Snipe summons the fighter aircraft-like Combat Gamer (コンバットゲーマ Konbatto Gēma) to assist him. When used in the Gamer Driver alongside the Bang Bang Shooting Gashat, he combines with the Combat Gamer to assume Combat Shooting Gamer Level 3 (コンバットシューティングゲーマーレベル3 Konbatto Gēmā Reberu Surī) where he is equipped with both the Air Force Winger (エアフォースウィンガー Ea Fōsuu ingā) jetpack on his back for aerial combat and the Gatling Combat (ガトリングコンバット Gatoringu Konbatto) cannons on his sides for rapid firepower.

When used in the Gamer Driver alongside the Bang Bang Shooting Gashat, he combines with the Hunter Gamer's left arm to assume Hunter Shooting Gamer Level 5 (Dragon Gun) (ハンターシューティングゲーマーレベル5(ドラゴンガン) Hantā Shūtingu Gēmā Reberu Faibu (Doragon Gan)) where he is equipped with a blaster known as the Dragon Gun for long-range combat.
Taiga Hanaya is portrayed by Ukyo Matsumoto (松本 享恭 Matsumoto Ukyō).
Kuroto Dan
Kuroto Dan (檀 黎斗 Dan Kuroto) is the 30-years old CEO of the video game company Genm Corporation (幻夢コーポレーション Genmu Kōporēshon). He created CR and the Kamen Rider systems in cooperation with the Ministry of Health to counter the threat the Bugster Virus poses to humanity. However, he is secretly in league with the Bugsters and as such often interferes with the other Riders' battles, preventing them from saving the victims of Bugster viruses and even from taking a Bugster sample to find the true source of the infection. Strangely, he also helps other Riders temporarily when it comes to threats not related to Genm Corp's Bugsters, such as when he helped Kamen Riders Specter and Necrom against the Great Eyeser's Gammas in Kamen Rider Ghost's finale. It is hinted that it was Kuroto's prototype Gashats that were the cause of Zero Day, as well as the source of the Bugsters coming into the real world. According to Hiiro, Proto Mighty Action X was the origin of the bug. Behind his polite and calm personality in public, Kuroto has a hidden darker side. Allying with the Bugsters for a yet-unexplained reason, except little reason to learn anything to do with Emu's mysterious gift of being compatible to Gamer Driver system, he also considers the battle between the Riders and Bugsters as nothing more than a contest of survival of the fittest. He is also shown to be quite a narcissist, claiming that his intelligence is truly something to be feared, while still retaining his calmness, but in very cold-blooded and manipulative manners. He is currently manipulating the Riders in attempt to gather their battle data for his and the Bugsters' own purpose.
Using the beta test game-based Proto Mighty Action X Gashat (プロトマイティアクションXガシャット Puroto Maiti Akushon Ekkusu Gashatto) allows Kuroto to become Kamen Rider Genm (仮面ライダーゲンム Kamen Raidā Genmu), a dark version of Kamen Rider Ex-Aid, where he is armed with a Gashacon Weapon known as the Gashacon Bugvisor (ガシャコンバグバイザー Gashakon Bagubaizā), which has three modes: gamepad, beam gun, and chainsaw. His first form, Action Gamer Level 1, has a chibi-like appearance. By pulling the lever on the Gamer Driver, Genm upgrades to his sleeker primary form, Action Gamer Level 2. Even though Genm is hinted to be the prototype for Ex-Aid, he seems to be more skillful than his counterpart. At one point, Kamen Rider Ghost mistakes Ex-Aid for Genm due to their similar appearances. To prevent the other Riders from knowing of his identity as Genm, Kuroto utilizes a voice scrambler whenever he speaks, except against those who already found out his identity in private like Lazer. Currently, the other Riders does not know his Rider name and thus, only refers him as "Black Ex-Aid" (黒いエグゼイド Kuroi Eguzeido).
- By activating the sports game-based Shakariki Sports Gashat (シャカリキスポーツガシャット Shakariki Supōtsu Gashatto), Genm summons the bicycle-like Sports Gamer (スポーツゲーマ Supōtsu Gēma) for him to both ride on and attack his opponent with. When used in the Gamer Driver alongside the Proto Mighty Action X Gashat, he combines with the Sports Gamer to assume Sports Action Gamer Level 3 (スポーツアクションゲーマーレベル3 Supōtsu Akushon Gēmā Reberu Surī) where he is equipped with the Trick Flywheel (トリックフライホイール Torikku Furaihoīru) discs on his shoulders for projectile throwing.
Kuroto Dan is portrayed by Tetsuya Iwanaga (岩永 徹也 Iwanaga Tetsuya), who ironically is a licensed pharmacist.
Bugsters
The Bugsters (バグスター Bagusutā) are micro-sized computer viruses known as Bugster Viruses (バグスターウイルス Bagusutā Uirusu) that aim to destroy humanity in order to rule the world. They are originally born 5 years ago during Zero Day before the infection was publicly revealed years later. It is later revealed that the Bugsters are secretly working with Genm Corporation's CEO, Kuroto Dan.
The Bugster themselves originated from the Bugster Virus, which developed by infecting a human. Inside the infected human, they use the host's negative stresses in order to take control of them and become type of giant monsters known as Bugster Union (バグスターユニオン Bagusutā Yunion). Once a Rider extracts the virus from their host in their Level 1 form, the virus manifests into a Bugster Monster and is accompanied by a few Bugster Virus footsoldiers in various attire. The host body, though restored to normal, will gradually suffer the effects of Game Disease (ゲーム病 Gēmu-byō) and can only be saved when the Bugsters that caused it are destroyed quickly, or else the host disappears permanently when the Game Disease reached it's limits. What is rather troublesome about this state is that, when the host gives in into their negative stresses, it will results in more Bugsters soldiers appearing and in some cases, another copy of the Bugsters Monsters. During this stage, the host's life force is slowly sapped. However, this can be counterract if the host believes in themselves and overcomes their negative stresses.
Pallad
Pallad (パラド Parado) is one of the leaders of the Bugsters.
Pallad is portrayed by Shouma Kai (甲斐 翔真 Kai Shōma).
Graphite
The Graphite Bugster (グラファイトバグスター Gurafaito Bagusutā), often just called Graphite (グラファイト Gurafaito) for short, is one of the leaders of the Bugsters. He was born from the data of Drago Knight Hunter Z. As a Bugster who completed his manifestation from his host, Graphite can transform into a human form. He and Taiga are longtime enemies, having known each other since Zero Day. He was responsible for the death of Hiiro's girlfriend, Saki Momose, whom Graphite was born from on that day. Taiga's failure to defeat Graphite and prevent Saki's death is the reason why he was banned from being a Rider again and why his medical license was revoked. He uses another Gashacon Bugvisor to transform into his Bugster form, which can also spread Bugster Viruses and monitor the infected humans. He uses a fang-like double-bladed pole weapon called the Graphite Fang (グラファイトファング Gurafaito Fangu) in his Bugster form. He later stole the Proto Drago Knight Hunter Z Gashat (プロトドラゴナイトハンターZガシャット Puroto Dorago Naito Hantā Zetto Gashatto) in order to increase his own powers, not knowing it is a plot by Kuroto and Pallad to test the Gashat's power, becoming the Dark Graphite Bugster (ダークグラファイトバグスター Dāku Gurafaito Bagusutā).
Graphite is portrayed by Shouma Machii (町井 祥真 Machii Shōma).
Bugster Combatants
- The Salty Bugster (ソルティバグスター Soruti Bagusutā) is born from the data of Mighty Action X, based on the boss character Baron Salty, where he is armed with the snail-like Salty Knuckle (ソルティナックル Soruti Nakkuru) gauntlet. The Salty Bugster invaded Emu's patient Sōta Suyama (須山 颯太 Suyama Sōta) before manifesting. Salty's infection on Sōta makes the boy addicted to game like Mighty Action X. He is destroyed by Ex-Aid. Voiced by Takeshi Maeda (前田 剛 Maeda Takeshi).
- The Alhambra Bugster (アランブラバグスター Aranbura Bagusutā) is born from the data of Taddle Quest, based on the evil magician Alhambra, where he is armed with the Alhambra Staff (アランブラスタッフ Aranbura Sutaffu). The Alhambra Bugster invaded Rensuke Natori (名取 蓮介 Natori Rensuke) before manifesting and attempt to make Rensuke's fiancé, Asami Gōda (豪田 麻美 Gōda Asami) as his bride. His virus first developed when Asami cancels her marriage with Rensuke. He is destroyed by Ex-Aid and Brave, with Rensuke and Asami's marriage back on track thanks to Emu's help. Voiced by Dai Matsumoto (松本 大 Matsumoto Dai).
- The Revol Bugster (リボルバグスター Riboru Bagusutā) is born from the data of Bang Bang Shooting, based on the commander Revol, where he is armed with the Revol Arm (リボルアーム Riboru Āmu) machine gun in his right arm. The Revol Bugster invaded Yūki Kitami (北見 勇樹 Kitami Yūki) before manifesting and his targets are doctors arround Yūki, which in this case are the Riders themselves. He manifested from Yūki's fear of doctors, until Ex-Aid risk a bit of his lifebar to Revol Bugster's clone's attack to encourage Yūki to overcome his fear. Though all of Revol Bugster's clones are destroyed by Ex-Aid, the real Revol Bugsters is actually hiding in his camouflage mode, but was eventually spotted and destroyed by Snipe. Voiced by Tetsu Inada (稲田 徹 Inada Tetsu).
- The Motors Bugster (モータスバグスター Mōtasu Bagusutā) is born from the data of Bakusou Bike, based on the rival racer Motors, where he has the Motors Viper (モータスヴァイパー Mōtasu Vaipā) motorcycle. The Motors Bugster invaded Kiriya's colleague Yoshitaka Nishiwaki (西脇 嘉高 Nishiwaki Yoshitaka), whom Graphite infected while also kidnapping Yoshitaka's sister, Riko Nishiwaki (西脇 莉子 Nishiwaki Riko) before manifesting. He is defeated by Lazer before Ex-Aid manages to save Riko. When Lazer attempted to collect Motors as a sample for his investigation into the Bugsters, he was destroyed by Genm. Voiced by Shintarō Ōhata (大畑 伸太郎 Ōhata Shintarō).
- The Collabos Bugster (コラボスバグスター Korabosu Bagusutā) are a series of Bugsters born from each Level 3 Armor type games and houses the Level 3 type Rider Gashat themselves on the right side of their head, which gave them the Gashat's armor and arsenals.
- The first Collabos Bugster is born from the data of Gekitotsu Robots. At first, it was unknown whether it manifested from some victims or the Gashat itself, until it is revealed that Graphite had infected music college student Yōko Horiuchi (堀内 曜子 Horiuchi Yōko) with this one, and DoReMiFa Beat. This Collabos Bugster can use a rocket fist on its right hand called the CollaboSmasher (コラボスマッシャー Korabosumasshā). During the Riders' fight against Genm and Collabos, Ex-Aid managed to destroy this Collabos and retrieved the Gekitotsu Robots Gashat to transform into his Robot Action Gamer Level 3, allowing him to overpower Genm's Sports Action Gamer Level 3.
- The second Collabos Bugster is born from the data of DoReMiFa Beat, which also infected Yōko Horiuchi. This Collabos Bugster can use a speaker on its left shoulder called the CollaboSounder (コラボサウンダー Korabosaundā) to project music dance notes on his enemies which can cause an explosion on said enemies if they don't follow the notes perfectly. During Brave's vengeful fight, accompanied by Ex-Aid against Graphite and Collabos, he manages to destroy this Collabos and retrieve the DoReMiFa Beat Gashat to transform into his Beat Quest Gamer Level 3, allowing him to overpower Graphite.
- The third Collabos Bugster is born from the data of Giri Giri Chambara, which infected a stricted elderly parent, Yoshio Okada (岡田 誉士夫 Okada Yoshio). This Collabos Bugster can use a samurai sword called the CollaboSword (コラボスウォード Korabosuwōdo) and perform expert sword techniques. Ex-Aid and Lazer manage to destroy this Collabos and retrieve the Giri Giri Chambara Gashat for Lazer to transform into his Chambara Bike Gamer Level 3.
- The fourth Collabos Bugster is born from the data of Jet Combat, which also infect Yoshio Okada. This Collabos Bugster can use a gatling jet pack called the CollaboStraJet (コラボストラジェット Korabosutorajetto). It was later defeated by Snipe who managed to shoot the Jet Combat Gashat from the slot in his head which Snipe later takes for himself to transform into Combat Shooting Gamer Level 3. The now armorless Collabos is used by Taiga as bait to lure Ex-Aid and Brave. During the fight, he was released by Snipe to distract Ex-Aid before being destroyed by Snipe's Jet Critical Strike.
Next Genome Institute
The Next Genome Institute (ネクストゲノム研究所 Nekusuto Genomu Kenkyūjo), which conducted groundbreaking and innovative research on genomes called the Genome Project (ゲノムプロジェクト Genomu Purojekuto) is an antagonist organization that appears in Kamen Rider Heisei Generations: Dr. Pac-Man vs. Ex-Aid & Ghost with Legend Rider, led by Michihiko Zaizen. The organization reappears after stealing technology from Genm Corp. for their own objectives.
Michihiko Zaizen
Michihiko Zaizen (財前 美智彦 Zaizen Michihiko) is a human mad scientist and a former director of the Next Genome Institute who has been missing for 6 years, but has recently resurfaced and resumes the project as Dr. Pac-Man (Dr.パックマン Dokutā Pakkuman). He uses the Gashacon Bugvisor stolen from Genm Corp. to spread Pac-Man Viruses (パックマンウイルス Pakkuman Uirusu) transform into Genomes (ゲノムス Genomusu).
Michihiko Zaizen is portrayed by Shirō Sano (佐野 史郎 Sano Shirō).
Sōji Kuruse
Sōji Kuruse (来瀬 荘司 Kuruse Sōji) is a human scientist and a former member of the Next Genome Institute who has been missing for 6 years, but has recently resurfaced and is working alongside his boss Michiko Zaizen, who takes the form of Dr. Pac-Man. He uses the Proto Gekitotsu Robots Gashat (プロトゲキトツロボッツガシャット Puroto Gekitotsu Robottsu Gashatto) to transform into the Robol Bugster (ロボルバグスター Roboru Bagusutā).
Sōji Kuruse is portrayed by a professional wrestler, Hiroshi Tanahashi (棚橋 弘至 Tanahashi Hiroshi).
Kazushige Ryūzaki
Kazushige Ryūzaki (竜崎 一成 Ryūzaki Kazushige) is a member of Next Genome Institute. He uses the Proto Drago Knight Hunter Z Gashat to transform into the Doral Bugster (ドラルバグスター Doraru Bagusutā).
Kazushige Ryūzaki is portrayed by Suzunosuke (鈴之助).
Ageha Takeda
Ageha Takeda (武田 上葉 Takeda Ageha) is a member of Next Genome Institute. She uses the Proto Giri Giri Chambara Gashat (プロトギリギリチャンバラガシャット Puroto Giri Giri Chanbara Gashatto) to transform into the Giril Bugster (ギリルバグスター Giriru Bagusutā).
