Raja Mohammad Javed Ikhlas (October 5, 1955) was born in Gujar Khan. He was Nazim Mayor of Rawalpindi from 2005 to 2010. He has also served as District Naib Nazim from 2001 to 2005. He is an active civil servant since 1985, he served as a member of the Provincial Assembly in Punjab. He was a member of the Public Accounts Committee (Punjab) in 1996 to 1999, Parliamentary Secretary of Housing and Physical Planning Department in 1990–1993, Parliamentary Secretary of Forest Wild Life, Fisheries and Tourism Departments in 1988–1990 and member of the Rawalpindi District Council in 1983 to 1991.
He was the official delegate in the loan negotiations for Rawalpindi Environmental Improvement Project at Asian Development Bank Headquarters in the Philippines in 2004–2005, member of the delegation of Punjab Assembly visiting UK in 1993, and member of the National Defence College visiting China in 2005. He received the National Defence College Award for his course in the National Defence College in China, and training of newly elected District Nazims of Punjab in 2005 at Management and Professional Department in Lahore. He lives in the village Mohra Noori, Tehsil Gujerkhan, District Rawalpindi.
