Office of the Telecommunications Authority or OFTA (Chinese: 電訊管理局) was the executive arm of the Telecommunications Authority in Hong Kong. It was the body responsible for telecommunications regulation (through the Regulatory Affairs Branch), antitrust enforcement (through the Competition Affairs Branch) and allocation of the radio frequency portion of the electromagnetic spectrum (also known as spectrum management, through the Operations Branch). It was also charged with enforcement of laws prohibiting spam (through the Support Branch)[1] and has five formally constituted advisory committees.[2] OFTA declares a commitment to be a "transparent" regulator[3] and operates under legislation entitled the Telecommunications Ordinance, last amended on 6 January 2007.[4] In the fiscal year 2006-07, the Authority earned a pre-tax profit of HK$92.6 million on revenues of HK$320.9 million; 84 percent of the revenues came from licence fees assessed on the firms it regulates.[5]
