Penumalli Madhu, a politician from Communist Party of India (Marxist), is CPI(M) Andhra Pradesh state secretary.[1] He was a Member of the Parliament of India representing Andhra Pradesh in the Rajya Sabha, the upper house of the Indian Parliament.

JOINING COMMUNIST MOVEMENT: He had started showing concern towards social issues at very young age and raised his voice against the Feudal Oppression on the Dalits of his village, and stood for their cause. When he was fourteen year old, one day when he was going back to home from school, he saw two Dalit youths who were tied by their hands and were being beaten by the landlords of his village. When he questioned the youths at the place the reason, they said that they did not pay the penalty of Rs.2/- for having collecting dung from the path way of the buffaloes, which was auctioned by the landlords. He immediately condemn the brutal act and said it’s highly unjustified and uncalled for. The sons of the landlords took his neck into their hands and pushed him down. This incident had created a big anger in him against the Landlords. Soon after reaching the house, he thrown his school bag on the cot and left to the Harijanawada and tried to convince the Dalit’s for a revolt against the landlords, but none of them responded, perhaps thinking that he cannot do any justice to them.. Prior to this incident, during his summer vacations, while playing kabaddi, the landlords witnessing the game always use to take side of the team representing sons of the landlords. Even when they play foul, points were given to them. In another incident, the biggest landlord of his village used to leave the bullocks in his field for grazing. The above incidents along with many unjustified acts by the Landlords had a deep impact on him at very early age. All these things put together encouraged him joining the communist movement. He came under influence of Dr. P. Ramachandra Reddy, brother of Puchalapalli Sundariah and entered into politics.
POLITICAL ACTIVITIES: He led a volunteer brigade for relief activities when the killer tidal waves hit the Krishna district in 1977 in Divyaseema. He was there for 60 days leading a team of 30 volunteers removing the carcasses and the dead bodies, giving medical aid to the affected people after the submergence of the villages. During this tidal wave about 12,000 people died. He is very much involved and brought to limelight the plight of tobacco and cotton farmers of Prakasam district who committed suicides in 1986, and led various struggles to highlight the issue of suicides and got some relief in the form of waving off interest for their loans. He played a major role in organizing gruel centers in Mahboobnagar district when severe drought led to mass hunger and hunger deaths in 1986. This movement in the district had brought the attention of people all over the state. Subsequently, this relief work of running gruel centers had led to big struggles illegally occupied by the landlords. In several villages, the landlords feudal operation could able to stop in this movement. Then, again in the same way in Ibrahimpatnam area of Rangareddy district, on 22,000 acres of lands illegally occupied by landlords big struggles and movement continued for years, that was led by him. During this time, he took the responsibilities of State Agriculture Workers Union in 1994. He organized meetings extensively and initiated struggles for reasonable wages in Amalapuram of east Godavari District during plantation season for agriculture workers. This movement in that area had created big enthusiasm all over the state. Thousands and thousands of agriculture workers were benefitted out of it by way of enhanced income. He took active part in statewide movement against caste discrimination, movements for Anganwadi workers and braved lathi charge and arrests. He is currently working among tribals of the state and fighting for their cause. In Sunkarametta of Visakhapatnam district he fought against fake weight measurement in the sandy market and got big relief to the tribals by way of income. After he was elected as M.P., his main activity drawn into Muslim masses where the tyranny of police and local communal elements got top priority. He was attacked four times physically during this movement. Till then, no other political party was allowed into the old city of Hyderabad and his entry opposing all communal forces had a big relief to the Muslim masses. Several issues connected to the upliftment of the Muslim masses were voiced, got good attention from the Muslims. He took the responsibility of Urban Poor Welfare Associations and has shown keen interest in its working for house sites.
POSITIONS HELD: He had joined Communist Party Of India (Marxist) in 1968 in Nellore of Andhra Pradesh. He was the Founder Secretary of SFI State Committee in 1971 and Founder DYFI State Secretary. Then he was elected as a Member of State Committee Of C.P.I. (M) in 1978, State Secretariat member since 1990, and Central Committee Member of C.P.I.(M) since 2005. He is also Joint Secretary, State Kisan Sabha since 1985. He was elected to the Parliament in 2004 and continued up to June 2010.
AT PRESENT, HE IS STATE SECRETARY FOR ANDHRA, AFTER SPLITTING OF ANDHRA PRADESH INTO TWO STATES OF TELANGANA AND ANDHRA.
