Thakurpukur Mahestala is a community development block that forms an administrative division in Alipore Sadar subdivision of South 24 Parganas district in the Indian state of West Bengal.

History

Land reforms

During 1946-1950 the Tebhaga movement in several parts of the 24 Parganas district led to the enactment of the Bargadari Act. Although the Bargadari Act of 1950 recognised the rights of bargadars to a higher share of crops from the land that they tilled, it was not implemented. Large tracts, beyond the prescribed limit of land ceiling, remained with the rich landlords. In 1967, West Bengal witnessed peasant uprising, against non-implementation of land reforms legislation, starting from Kheyadaha gram panchayat in Sonarpur CD Block. From 1977 onwards major land reforms took place in West Bengal under the Left Front government. Land in excess of land ceiling was acquired and distributed amongst the peasants. Subsequently, “Operation Barga” was aimed at securing tenancy rights for the peasants. In Thakurpukur Mahestala CD Block 98.96 acres of land was acquired and vested. Out of this 19.20 acres or 19.40% of the vested land was distributed. The total number of patta holders was 47.[1]

Rasapunja, a constituent panchayat of Thakurpukur Mahestala block, is located at 22°26′03″N 88°17′03″E / 22.4341962°N 88.2840729°E / 22.4341962; 88.2840729.

Thakurpukur Mahestala CD Block is bounded by Barisha, a neighbourhood in Kolkata, in the north, parts of Behala neighbourhood of Kolkata and Sonarpur CD Block in the east, Bishnupur I and Bishnupur II CD Blocks in the south and Budge Budge I CD Block in the west.[2][3]

It is located 6 km from Alipore, the district headquarters.[2]

Area and administration

Thakurpukur Maheshtala CD Block has an area of 63.08 km2. Thakurpukur and Maheshtala police stations serve this CD Block. Thakurpukur Maheshtala panchayat samity has 6 gram panchayats. The block has 39 inhabited villages.[4] Headquarters of this block is at Biren Roy Road (East), Behala.

Topography

South 24 Parganas district is divided into two distinct physiographic zones: the marine-riverine delta in the north and the marine delta zone in the south. As the sea receded southwards, in the sub-recent geological period, a large low lying plain got exposed. Both tidal inflows and the rivers have been depositing sediments in this plain. The periodical collapse of both the natural levees and man-made embankments speed up the process of filling up of the depressions containing brackish water wetlands. The marine delta in the south is formed of interlacing tidal channels. As non-saline water for irrigation is scarce, agriculture is monsoon dominated. Some parts of the wetlands are still preserved for raising fish.[5]

Demographics

Population

As per 2011 Census of India Thakurpukur Mahestala CD Block had a total population of 176,203, of which 90,180 were rural and 86,023 were urban. There were 89,152 (51%) males and 87,051 (49%) females. Population below 6 years was 18,079. Scheduled Castes numbered 60,372 and Scheduled Tribes numbered 505.[7]

As per 2001 census, Thakurpukur Mahestala block had a total population of 136,866, out of which 70,420 were males and 66,446 were females. Thakurpukur Mahestala block registered a population growth of 35.09 per cent during the 1991-2001 decade. Decadal growth for South 24 Parganas district was 20.89 per cent. Decadal growth in West Bengal was 17.84 per cent.[4][8][9]

Large villages in Thakurpukur Mahestala CD Block (2011 census figures in brackets): Khanberia (4,682), Rasapunja (8,036), Banagram (4,098), Chak Rajumolla (5,308), Sarsuna (5,563), Purba Barisha (5,965) and Chak Thakurani (5,891).[7]

Literacy

As per 2011 census the total number of literates in Thakurpukur Mahestala CD Block was 132,097 (83.54% of the population over 6 years) out of which 70,300 (53%) were males and 61,797 (47%) were females.[7]

As per 2011 census, literacy in South 24 Parganas district was 77.51[10] Literacy in West Bengal was 77.08% in 2011.[11] Literacy in India in 2011 was 74.04%.[11]

As per 2001 census, Thakurpukur Mahestala block had a total literacy of 74.80 per cent. While male literacy was 82.00 per cent female literacy was 67.10 per cent. South 24 Parganas district had a total literacy of 69.40 per cent, male literacy being 79.20 per cent and female literacy being 59.00 per cent.[4]

In the 2011 census Hindus numbered 118,615 and formed 67.32% of the population in Thakurpukur Mahestola CD Block. Muslims numbered 46,945 and formed 26.64% of the population. Others numbered 10,643 and formed 6.04% of the population. Amongst the others, Christians numbered 9,954.[12]

In the 2011, Hindus numbered 5,155,545 and formed 63.17% of the population in South 24 Parganas district. Muslims numbered 2,903,075 and formed 35.57% of the population. [12]In West Bengal Hindus numbered 64,385,546 and formed 70.53% of the population. Muslims numbered 24,654,825 and formed 27.01% of the population.[12]

Human Development Report

According to the South 24 Parganas district Human Development Report it is an overwhelmingly rural district with 85% of the population living in rural areas. Although South 24 Parganas is a predominantly rural district, there is a strong industrial presence in the east bank of the Hooghly covering Maheshtala, Budge Budge and Falta. An analysis of the district’s population shows that 33 percent of the district’s population belongs to Scheduled Castes. While 65.86% of people are Hindus, 33.24% are Muslims. 86% of the population resided in the 29 CD Blocks. In 2005, more than 4 lakh households were identified as living below poverty line, pushing the poverty ratio in the district to 34.11%, way above the state and national poverty ratios.[13]

Thakurpukur Mahestala CD Block is the best performing block so far as poverty alleviation is concerned. It has a poverty ratio of only 6.44% of the households in 2005. It also has the highest standard of living amongst all the 29 blocks. In Infrastructure development Thakurpukur Mahestala was second only to neighbouring Budge Budge I. In this block 67.97% households have access to electricity. The length of surfaced roads is 8.48 km per km2 area. The number of bank branches is 0.71 per 10,000 population. In Thakurpukur Mahestala 37.12% of rural households are engaged as daily/ agricultural/ other physical labour, 8.51% are culivators, 9.47% are self-employed rural artisans/ hawkers, 18.64% are engaged in labour oriented regular jobs in the unorganised sector, and 26.25% are engaged in the organised sector or work as professionals.[13]

As per 1991 census, while male literacy rate was 72.19% female literacy was 48.94% and there was a gender gap of 23.25% in Thakurpukur Mahestala. The CD Blocks are gradually catching up the municipalities in matters of literacy. In 2006, Thakurpukur Mahestala had 15 secondary and higher secondary schools. One of them did not have a library but 12 of them did not have computer facilities.[13]

In 2006, in Thakurpukur Mahestala for 66 villages there were 19 health sub-centres and only one rural hospital/public health centre having 15 beds with 3 medical officers, 5 nurses, 23 health assistants and 3 pharmacists and technicians. 22.4% of the 143 habitations in Thakurpukur Mahestala CD Block were fully covered with safe drinking water (including tube wells and tap water), 70.06% habitations were partly covered and 7% were not covered.[13]
